The bunches of crinoline round the edge are used to pin the hat  to the performers head to make it more secure.

The little bunches of crinoline are made to match the dancer's hair/wig colour and this a great way to secure the headpiece - on this bonnet there is also a small wire comb which helps ( in this circumstance ) to secure the bonnet to the dancer's hair bun at centre back .......and depending on the amount and style of dancing required I often have to also add an elastic chin strap - either flesh coloured or painted with pancake makeup on a damp sponge -  dancer's are amazing and they put up with all of this torture because if they know their headpiece is going to stay on it is one less thing to worry  about  on stage.
